# Mid-term additions announced for Payments Canada’s Stakeholder Advisory Council

November 5, 2026

Payments Canada is pleased to announce and welcome two new members to its [Stakeholder Advisory Council](https://www.payments.ca/about/our-members-stakeholders/stakeholders) (SAC).

The new members are Francine Whiteduck, Founder, Whiteduck Resources Inc., who was appointed after last spring’s mid-term nomination cycle, and Matthew Hardy, Strategy Executive – Global Payments and Compliance, ADP, who is also joining SAC as a mid-term replacement. The terms of the appointments took effect on October 1, 2026 and were reviewed and approved by the Payments Canada Board of Directors in consultation with the Minister of Finance.

SAC provides advice and counsel to [Payments Canada’s leadership](https://www.payments.ca/about/our-leadership), employees and [Board of Directors](https://www.payments.ca/about/governance-risk/board-directors) on key elements of the future of payments. The council is composed of organizations that rely on its payment systems but don’t participate in them directly. Members of the SAC represent a wide array of experience, expertise and industries, including retail, consumer groups, government, fintech, technology, telecommunications, software and banking. Payments Canada would like to thank its outgoing council members for their many contributions. We would also like to thank all of this year’s applicants for their interest.

Our 2027 call for nominations for SAC opens soon. Should you have any questions about the selection process or how to get involved, please contact <councils@payments.ca>.

More information about our advisory councils can be found on our [Member Advisory Council](https://www.payments.ca/about/our-members-stakeholders/members) and [Stakeholder Advisory Council](https://www.payments.ca/about/our-members-stakeholders/stakeholders) pages.

### Francine Whiteduck

**Founder, Whiteduck Resources Inc.**

Francine is an Algonquin entrepreneur, policy strategist, and economic leader from the Kitigan Zibi Anishinabeg community. Francine brings an essential perspective to ongoing discussions around economic sovereignty, digital infrastructure and financial inclusion. Indigenous communities in Canada face unique systemic, institutional and legal barriers to financial services, which represent critical use cases for modern payment rails. Having Francine’s guidance at SAC will help ensure that as we advance the [Real-Time Rail](https://www.payments.ca/systems-services/payment-systems/real-time-rail-payment-system) and modernize national infrastructure, our systems are built to foster genuine equity and deliver real value to Indigenous economies across Canada.

Whiteduck Resources Inc. provides special expertise, particularly in the field of research, policy development and program analysis and have provided services conducting extensive evaluations of government programs and in particular, Aboriginal programs with work highly respected among the thousands of First Nations, Metis and Inuit people with whom they meet.

Matthew brings an essential corporate and employer perspective to our advisory table. With commercial disbursements and payroll representing high-impact, volume-driving use cases for the [Real-Time Rail](https://www.payments.ca/systems-services/payment-systems/real-time-rail-payment-system), Matthew’s operational and treasury insight ensures that Payments Canada’s modern payment systems are engineered to support the real-world liquidity and payment needs of Canadian businesses and workers.

ADP has global expertise in payroll, HR and compliance and will provide valuable insights on topics such as clearing of payments, global industry standards and promoting safety and soundness of Canada's national payment infrastructure.
