[News](https://www.payments.ca/insights/news-research?field_article_type=24) # Payments Canada introduces new chair and vice-chair to its Stakeholder Advisory Council February 9, 2023 Payments Canada is pleased to announce that Brent Mizzen, from Canadian Life and Health Insurance Association (CLHIA), and Don Mercer, from the Consumers Council of Canada (CCC), have accepted the roles of chair and vice-chair of the [Stakeholder Advisory Council](https://www.payments.ca/about/our-members-stakeholders/stakeholders) (SAC), respectively. Brent Mizzen has been a member of SAC since 2012 and most recently served as its vice-chair. He is the assistant vice president, market conduct policy and regulation for the CLHIA. In this role, he is responsible for payment policy and advocacy. Brent has worked on payment issues since 2003, starting with his time at the federal Department of Finance, where he worked closely with Payments Canada, the Bank of Canada, financial institutions, and stakeholders on a range of payment issues. Payments Canada and SAC will continue to lean heavily on this deep knowledge of Canada’s complex payment ecosystem. Don Mercer has been an active member of the SAC since 2014. He is the president of the Consumers Council of Canada and is a retired executive with Competition Bureau Canada. Don will rely on the experience he gained as the head of legislative affairs in the Competition Bureau. In that role, he gained valuable knowledge in policy conceptualization and development. Don also specializes as a governmental liaison. The SAC debates and delivers insight to Payments Canada’s leadership team and Board of Directors on key elements of the future of payments.
