Michael Liberty appointed Chair of Member Advisory Council

Payments Canada is pleased to announce the appointment of Michael Liberty as the new Chair of the Member Advisory Council (MAC). 

Michael succeeds Dougal Middleton, who concludes a distinguished term of service characterized by strong collaborative leadership and commitment to the modernization of Canada’s payment infrastructure.

Michael has played an important role as a member of the MAC since 2023, including serving as Vice-Chair of the council from 2025. He brings over 25 years of payment experience, currently serving as the Vice President of Global Money Operations within CIBC where he is spearheading the organization’s Payments transformation roadmap, including preparation for Canada’s forthcoming Real-Time Rail. His deep experience across domestic and international payment products settlement, FX operations and trade settlements brings an important and robust perspective to the MAC.

Michael will serve his first term as chair until April 30, 2028. We extend a warm welcome to Michael in his new role and our ongoing thanks to the commitment of all members of the MAC.


About the Member Advisory Council

The MAC is a 20-person council codified in the Canadian Payments Act that serves as a consultative and engagement forum for system participants who are also members of Payments Canada. It is broadly representative of the diversity of our system participants. Members are nominated and appointed by our Board of Directors. Each term runs for three years. MAC provides counsel and advice to the Board on Payments Canada’s clearing and settlement systems, the interaction of those systems with other systems involved in the exchange, clearing or settlement of payments and the development of new technologies.
